ENHANCING VALUE IN DESIGN OF PUBLIC CONSTRUCTION PROJECTS IN MALAYSIA

  Abstract:Since December 2009, the Malaysian Government has mandated the implementation of Value Management (VM) in public programmes and projects valued at MYR 50 million (USD 16 million) and above. This directive marks a new paradigm for VM and is expected to drive a significant growth of VM application within the construction industry. In 2011, the Government has outlined three major VM study interventions along the project life cycle, termed as Value Assessment (VA) at Strategic Planning Stage, Value Engineering (VE) at Design Stage and Value Review (VR) at Use Stage. VE study at Design Stage emphasizes on realigning project value through technical improvements for optimal balance between function, quality, cost and time. The initial part of this paper overviews the development of VM implementation in the Malaysian public construction projects, and in view of that focuses on VE application by the Public Works Department (PWD)。 Based on the achievements of several VE studies recently conducted during design development in PWD, this paper encapsulates the key study finding of the visible value enhancements in the projects. Finally, the remainder part concludes the significant benefits of VE application in the Malaysian public construction projects.

  摘要:自2009年12月起,马来西亚政府在价值不低于5000万马来西亚令吉(约合1600万美元)的公共项目和工程中强制实施价值管理(Value Management,简称VM)。这一措施开启了价值管理的新范式,预计会带来价值管理在建筑行业应用的重大发展。2011年,马来西亚政府总结了贯穿项目生命周期的三项主要价值管理研究,分别为:战略规划阶段的价值评估(VA)、设计阶段的价值工程(VE)和使用阶段的价值评审(VR)。其中设计阶段的价值工程研究强调完善技术,实现功能、质量、成本与时间之间的最佳平衡,从而实现项目价值重整。本文首先概述了价值管理在马来西亚公共工程项目中的发展,重点关注了公共工程部(PWD)对价值工程的应用。基于近期于公共工程部设计开发阶段进行的若干价值工程研究的成果,本文集中介绍了对项目中可见价值提升的重要研究发现。最后,本文结论部分论述了在马来西亚公共工程项目中应用价值工程所带来的显著裨益。
