　　摘要：设计是工程造价的最重要影响因素。中国目前的很多大型基础设施项目多数为政府或国有企业投资，投资规模大，控制难度大。实施限额设计是控制工程造价的根本措施之一。本文结合工作经验，对如何通过限额设计实现对工程造价控制的主要措施谈一些自已的看法。

　　Abstract ：Design has very important effect on the project cost. Now ， there are many large infrastructures  in  China. The character  of  these infrastructures  is  most investment from government or state-owned enterprise，a huge investment.  It's difficult  to control the project cost. Implement quota design is one of most important measures to control project cost. Combling the  experienced in working，the author analyses how to use the method of quota design to control project cost.
