Abstract:The local Malaysian government paperless e-tendering system, National e-Tendering Initiative (NeTI) which has been launched recently enables the whole process of tendering under Ministry of Works Malaysia to be accomplished with the aid of computer and internet connection, from open tender until the announcement of tender awarding. Nevertheless, the implementation of E- tendering is not widely used notably in private sector. Negative responds had been arising from parties involved in the construction industry. Contradiction between the government and contractors pointed out that the e-tendering system has certain deficiency. Therefore, this paper studies factors affecting the implementation of E-tendering system in the Malaysian construction industry. Additionally, several solutions have been postulated in enhancing the current E-tendering system based on professional feedbacks gathered. Primary data has been collected from registered BQSM quantity surveyors. Questionnaire was distributed via email to respondents and the feedbacks were analysed by descriptive method and analytical method. The analysed result from this study could be a reference for quantity surveyors and developer interested in implementing E-tendering in Malaysia. Keywords: E-tendering, Factors, Quantity surveyor

摘要:近期投入使用的马来西亚政府无纸化电子招投标系统——国家电子招投标活动(NeTI)帮助马来西亚劳工部在计算机和互联网连接的辅助下,完成了从开标至宣布中标结果的完整招投标过程。但是,电子招投标的应用并不广泛,在私营企业尤为明显。建筑行业的参与方始终对此给予负面回应,而政府与承包商之间的矛盾也表明,电子招投标系统存在一定的缺陷。因此,本文对影响马来西亚建筑业实施电子招投标系统的主要因素进行了分析。此外,本文还根据已收集的专业反馈意见拟定出了几个改善现有电子招投标系统的方案。主要研究数据来源于马来西亚测量师管理委员会(BQSM)注册造价工程师。通过电子邮件形式向受访者发送问卷,采用描述法和分析法对问卷进行分析。本文的相关分析结果可供有兴趣参与在马来西亚实施电子招投标的造价工程师和开发商参考。
